In May 2011, Westlock County selected MRF to develop and host its “Web-based GIS”. The major tasks are:
· Display GIS layers and orthophotos using MRF Silverlight Map Server. The 2011 orthophotos are in UTM projection. Since Westlock County is located at the edge of two UTM Zones, MRF re-projected the orthophotos into 3TM and compressed the orthophotos using Mr.SID.
· Distance and area measurement.
· Mail merge
· Integration with planning permits by loading permits in Excel format into GIS’s Postgres database.
· Integration with the MIG taxation system by extracting the taxation information from MIG and loading it into the GIS’s Postgres database.
· Integration with CAMALot assessment system by extracting the assessment reports from CAMALot and make the report available to the GIS users.
· User management. Each user is assigned privileges for viewing GIS layers, attributes and reports.
· Westlock County uses Gemini’s AVL system and plans to integrate its GIS with Gemini’s AVL. MRF has had discussions with Gemini and has developed an integration plan by sending SHAPE files between the two systems. After this integration, County staff and public users can see the snow plough routes, vehicle paths for grading, gravelling, and weeding.
· Westlock County’s address information is not standardized. Addresses are entered into the taxation system inconsistently as a free format text string. MRF has proposed to Westlock County to standardize the addresses to gain better efficiency and productivity.
· MRF will be conducting two days of user training on August 30 and August 31, 2011 at Westlock County. Representatives from two near-by counties will be attending the user training sessions as well. These counties favor the idea of sharing common GIS/Enterprise components to reduce costs and improve reliability.
