San Diego County Survey Records Imaging System

 


In September of 2002, MRF was selected by San Diego County to build the County’s Survey Record Imaging System. The goal of this project was to create a web-based GIS document retrieval system integrated with the County’s existing document management system (Documentum), Microsoft Commerce Server, and ArcSDE geodatabase to access scanned cadastral records through a web-based GIS user interface.  MRF completed the system and data maintenance tools development by September 2003.

 

In the system implementation phase, MRF developed a web-based document searching, retrieval and viewing solution using MRF SVG Map Server to access scanned documents stored in Documentum and GIS features stored in geodatabase through ArcSDE. The following is a screenshot of that system:

The major tasks of the project were:

 

§         To develop web-based GIS interfaces that allow users to access GIS features in ArcSDE, and retrieve and view the documents from Documentum;

§         To scan and index Public Works’ paper-based documents, including 150,000 cadastral records;

§         To georeference these scanned documents and create spatial search features for them;

§         To load the documents into Documentum;

§         To prepare the search features of documents for loading into ArcSDE;

§         To develop record maintenance tools in ArcGIS environment, including document georeferencing tool, search feature creation tool, and ArcSDE geodatabase data loading tool for the search features; and

§         To develop E-commerce capabilities to allow end users to use credit cards to purchase cadastral record images.
