Orange County Land Base Maintenance Application Using MRF GISNet

 


On November 9, 2004, Orange County selected MRF GISNet as the GIS software tool for maintaining its landbase. MRF GISNet uses Oracle Locator to store GIS objects and uses Oracle Workspace Manager to store the geometry manipulation history. Since MRF GISNet is web-based, landbase maintenance work could be done through a browser in the office, at home, or in the field with a wireless connection.

 

MRF GISNet supports advanced editing. MRF GISNet Editor has a rich set of COGO functions, closure error adjustment, data cleaning, polygon formation function, etc.  MRF also designed and implemented the “parcel manager” module according to the county’s workflow. It supports digital plan submittal and concurrent multi-user editing. Use of this system dramatically increased the efficiency for the county’s parcel maintenance tasks.

 

Orange County short-listed three firms (MRF, Intergraph, and ESRI) and selected MRF based on MRF’s qualifications, proposals, interviews, and cost proposal.

 

In the implementation, MRF added some custom functions and rules to MRF GISNet to meet the County’s specific requirement. For example, MRF implemented a data integrity checker component to ensure that all data follow the integrity rules. MRF implemented a set of parcel manager functions inside MRF GISNet Editor.
