Land Inventory Data Management System (LInDA)
In February 2008, MRF was selected by the City of Calgary to design and implement a new data management system using ESRI products and an Oracle database called LInDA. LInDA is a web based system that allows many City departments to query/analyze/edit City owned lands. The contract was completed and MRF is currently working on Phase II of the project to provide additional capabilities.
The project budget was $380,000 CDN for Phase I and $140,000 for Phase II.
The major tasks for the LInDA project:

§ Tune Geodatabase performance with multi-version view
§ Configure ArcGIS Server 9.3 map service

The major functionalities (all web-based) of the system:
§ Map display & navigation
§ Export map to PDF
§ Export data layers to shape file
§ Comprehensive multi-version data queries
§ Spatial data queries
§ Generate reports in PDF & Excel formats
§ Versioned data editing (attribute and geometry) using ArcGIS Server and ArcSDE/Oracle
§ User privilege management
The major technological challenges of the project:
§ ArcGIS Server took 40 seconds to process some of the queries and reports. The customer wanted a response time of 4 seconds. MRF used direct connection to Oracle and some Oracle views to meet the 4 seconds requirement.
§ The City uses a .Net framework called CAAF for its applications development. The new security management module working with CAAF caused long delays (up to 4 minutes) to the LInDA response time. MRF worked with the client and decided to bypass the new security module and CAAF in order to meet the performance requirements.
§ The City uses its own custom ArcSDE versioning tools for all LInDA editing tasks which cause long delays in the versioning process. MRF had to redesign the program and to alternate the resource management (memory management) on the server to use long transactions rather than immediate transactions.
